Community Development
The mission of the Community Development Department is to promote smart, inclusive and diverse economic development in the Village of Windsor.
The Community Development Director is responsible for the overall operation and management of building inspection, planning, zoning and community development matters in the Village through the administration of the Village’s Code of Ordinances, Comprehensive Plan:2035, Comprehensive Outdoor Recreation Plan and Official Map.
The Village of Windsor contracts with Municipal Code Enforcement for responding to complaints on, investigating violations of, pursuing compliance with, and issuing citations for, various sections of the Village’s Code of Ordinances.
Together, the Community Development Director and contracted Code Enforcement Officers educate and guide developers, homebuilders, and property owners on the rules and regulations of the Village’s Code of Ordinances, including but not limited to:

- Ch.10: Buildings and Building Regulations
- Ch.26: Health, Housing and Public Welfare
- Ch.34: Nuisances
- Ch.36: Offenses
- Ch.38: Planning and Development
- Ch.52: Zoning Districts
- Ch.54: Shoreland Zoning District
- Ch.55: Nonmetallic Mine Operator’s Licenses
