Golf Cart Registration

History of Golf Cart Ordinance: Effective May 14, 2021, the operation of golf carts is allowed on certain public streets within the Village of Windsor in compliance with the provisions of the Ordinance:

The golf cart is registered annually with the Village Clerk, and the permit is displayed on the driver's side of the front fender of the golf cart.
The operator has a valid driver's license.
Operator and passenger(s) are seated at all times.
Operator and passenger(s) comply with all state traffic and motor vehicle regulations.
The Golf Cart is equipped with the following safety features:

One operating headlight.
Two rear, red reflectors.

The Ordinance was reviewed and amended by the Village Board at a meeting occurring October 6, 2022. The Ordinance was set to expire on December 31, 2023. The Ordinance was reviewed on November 2, 2023 and again on November 16, 2023 with the Village Board approving the removal of the sunset provision of December 31, 2023. The Village Board amended the Golf Carts Ordinance at a meeting on June 6, 2024 to include the use of Golf Carts in certain areas in Windsor Gardens.

Permitted Areas

Lake Windsor Neighborhood:

The operation of a golf cart is limited to the neighborhoods of Lake Windsor 1st Addition - 5th Addition, Blue Addition to Lake Windsor, Simonson Addition to Lake Windsor and Lake Windsor Country Club using Birch Drive, Cedar Lane, Chestnut Circle, Chestnut Drive, East Oak Lane, Fairway Circle, Golf Drive, Highland Drive, Linden Circle, Linden Drive, Maple Lane, Pinecrest Lane, and South Oak Lane.

Morrisonville Neighborhood (effective October 15, 2022):

The operation of a golf cart is limited to the neighborhood of Morrisonville using Clinton Road (from County Trunk Highway DM on the north to 7736 Clinton Road on the south), Lynn Street, Morrison Street, Johnson Street, East Street, Meadowlark Drive, Iroquois Trail, Willow Street, Oak Street, Maple Street, and Selje Road (from Clinton Road on the west to 4633 Selje Road on the east). The operation of a golf cart may directly cross County Trunk Highway DM at its intersection with Lynn Street and at the intersection with Morrison Street.

Windsor Gardens Neighborhood (effective June 15, 2024):

The operation of a golf cart is limited to the neighborhood of Windsor Gardens using Kyla Brooke Lane, JoAnne's Garden Trail, Lucas Lane, Colton Way, Blue Victoria Drive, Prairie Hill Drive, Naomi Trail, Farmstead Lane, Florance Ruth Lane, Vincent Trail, Stepping Stone Circle, Grandpa's Trail, Covered Bridge Trail, Morning Dew Lane, Wagner's Vineyard Trail, and Lyman's Run.
